THE KNOWLEDGE MANAGEMENT CENTER FOR PHILIPPINE EDUCATION (KMCPE)

To attain the ultimate mission of the Office of the Presidential Assistant for Education (OPAE) of harmonizing the Philippine education system, the Knowledge Management Center for Philippine Education (KMCPE) has been established through the initiative of Presidential Assistant Mona Valisno and Dr. Reynaldo Peņa.

One of the reasons why the Presidential Task Force for Education was formed by Her Excellency President Gloria Macapagal-Arroyo was to strengthen the role of education in accelerating national development and global competitiveness. There was a need to enhance the capabilities of the education sub-sectors: basic education, higher education, and technical education and skills development, and to consult with representatives from the business and industry sector, public and private, non-governmental organizations, parents, students and others who have direct stakes in education for the government to be able to align education policies, plans, and programs, thereby producing graduates who are total persons, productive and responsible citizens.

The KMCPE ensures broad-based consultations and proper dissemination of information and advocacy. It aims to access, gather, collect, process information, data, and reference materials concerning education in the Philippines from the three education sub-sectors, namely the Department of Education (DepEd), Commission on Higher Education (CHED), and Technical Education and Skills Development Authority (TESDA), from academic institutions, public and private, and from other government agencies, non-government organizations, and international associations. As the name implies, the KMCPE serves as the center of information concerning education for the country, unlike an agency library or archives, or a website developed for a particular entity. But the service does not stop with gathering and collecting data, it shall process accessioned information and data to facilitate meaningful participation and sharing of information, and promote decision-making as far as education issues are concerned. The KMCPE is perceived to be a Distance Learning and Information Sharing Tool, an Internet based knowledge management tool that promotes transparency and collaboration and provides open access to education information in the Philippines and abroad.

To date, on its embryonic stage, the KMCPE has 867 number of titles, soft and hard copies, in its custody apart from the information that were downloaded from the Internet. Other records and statistics have been requested and researched from government agencies and private institutions. Foremost local sources of information have been provided by the DepEd; CHED, its Management Information Systems Department in particular; and the TESDA and the Professional Regulation Commission (PRC).

Foreign data were drawn from Department/Ministries/Bureaus of Education, Academic Institutions, and Academic Testing and Accreditation Agencies of different countries in the Americas (U.S.A., Canada and South America), Asia, Europe, and Australia.

The KMCPE has also started writing to Schools, Universities and Colleges in the country as well as to Foreign Embassies and Consulates, all over the world requesting for information which may be important for the education sector.

The KMCPE has developed a website to enable the access of the available information and reference materials consolidated by the OPAE. The website address is www.opae.gov.ph. In turn, agencies and academic institutions and associations may provide statistics and other data to enhance its resources. As the services of the KMCPE expand it will maintain linkages with universities, colleges and schools, local and foreign.

In addition to accessing electronic data, the KMCPE operates a reading area open to OPAE officials and employees, other researchers and users.

With regard to the hardware facilities of the KMCPE, it has initially four desktops and peripherals, and two scanners, dedicated fulltime on enhancing its electronic and printed records and files.
